The Federal Board of Revenue (FBR) has imposed a minor penalty of 'withholding of two increments' (without cumulative effect) upon a Principal Appraiser (BS-16) Model Custom Collectorate (Preventive) Karachi for his inefficiency of not being vigilant while processing assessment of imported goods.

According to a notification issued here on Monday, disciplinary proceedings were initiated against Iftikhar Mahmood, Principal Appraiser (BS-16) (under suspension), Model Custom Collectorate (Preventive), Karachi under the Government Servants (E & D) Rules, 1973 on the charges of "Inefficiency, Misconduct" and "Corruption". Nawabzadi Aliya Dilawar Khanji, Deputy Collector, MCC (Preventive) Karachi was appointed as Inquiry Officer to conduct inquiry into the following acts of omission and commission committed by the accused officer:

"Acting upon information, the staff of the Directorate of Intelligence & Investigation FBR, Karachi, intercepted two Suzuki pickups bearing registration Nos KP-4167 and KP-0677 and coming from AFU. The drivers of Suzuki pickups produced a GD.No KAFU-HC-67474 dated 07.05.2012 to the staff of the Directorate which revealed that the goods were imported by M/s Kamran Enterprise and cleared from AFU on payment of total taxes amounting to Rs 14984. The examination of foreign original goods loaded on the Suzuki pickups were carried out which resulted in the recovery of foreign origin Laptops, LED monitors, I-Pods, Work Station, etc. The value of the recovered and subsequently seized goods is calculated to Rs 5 million and the amount of duty/taxes involved is Rs 1.5 million.

It was alleged that the officer failed in performing his duty and allowed passing out of undeclared and non-duty paid foreign origin goods and thereby caused a loss of revenue in the shape of Customs duty and taxes amounting to Rs 1.5 million which would have accrued, had the case not been intercepted timely.

The Authorised Officer/ Chief (Management), FBR, keeping in view the inefficiency while processing the assessment of the GD items given in the charge sheet, has imposed a minor penalty of "with-holding of two increments" (without cumulative effect) upon Iftikhar Mahmood, Principal Appraiser (BS-16) MCC (Preventive), Karachi, in terms of rule 4(1)(a)(ii) of the Government Servants (E & D) Rules, 1973. He is re-instated into service as Principal Appraiser MCC (Preventive), Karachi with immediate effect, FBR added.
